1879 Morgan with interesting inscription

Bought this Morgan a couple of years ago and thought it was just damaged with tons of small round punches but i figured out that all the dots say something. I'm still not sure what it says on the face but from left to right I believe it says:
J.E.M. OCT. 21 1879
Could use some help on what it says on the face. Also, why was this made and for what purpose?

Possible pocket piece.

Could be J.E.M.'s birth date?
Or a reunion of the G.A.R. in Nebraska?
Looks like GARNER on the cheek. As for why it was made, you'll have to ask J.E.M. Post on the séance forum.

I took a closer look at the cheek and it looks more like GAR. NEB.
It is possible NEB. is for Nebraska.
