Almost looks like it was glued to something wood and peeled off with partial success.
That should come off with treatment no problem, and you've got an MS63ish coin under there from what I can see.

Pictures are not real clear, but it looks like a type 2. Only thing that makes sense to me.
Just needs an acetone soak.... Likely then a 62 or 63... Unless the gunk is hiding something. Cheers, RickO
