The accented hair variety can only be found on Proof examples, not business strikes. You posted pictures of the latter, so it could not be an accented hair. If you look at images of several graded examples of Proofs and business strikes you should be able to see the differences.

Ok, I'll tell you it is. But a picture would help if you want a more informed answer.
It is not. An accented hair has a very prominent tuft of hair above and slightly to the right of the ear. You’ll know it when you see it
