That does not look like a clipped coin, appears to have cut with a bolt cutter or similar tool.

This is not a true clip. It lacks the correct diagnostics.
Cut after minting. It is not a clipped planchet.

Better to take photos out of the holder, but in any case there seems to be raised metal at the edge of the cut.
I agree also. Looks like may have been cut with a bandsaw.

Do you see the raised ridge along the straight edge on the reverse? This is not possible for a clipped planchet to have after it is struck by the dies. The fields should be flat or even a little tapered leading up to the clipped edge.
