I said 64 due to what looks like corrosion at the base of the portrait and because rattlers were generally graded conservatively. Nice toning.
Maybe I'm being too hard on it, but those dark spots at the bust just kill the eye appeal, and what looks like light scuffing extending from below the chin onto the neck, I'm gonna say it's probably a modern 64, but as a rattler, I'll guess 63.
I feel the scruff below the face and the roughness across the N in ONE and to the right of the E in ONE would prevent a
higher grade, but then that's just my opinion.

Just want to add that the coin is hairline free. Virtually impossible to show that in images, but I see no wiping, hairlines or other surface disturbances other than the minor spots at the end of the neck on the obverse.

I think its a PR65BN. The slight marks below the neck prevent it from being a 66 or 67.
There are many things that can factor into a proof grade which are almost impossible to capture in a photograph, especially when the coin is graded. With that in mind, overall I think the coin is appealing, but I'm not a huge fan of the spots at the base of the bust, and the mirrors look like they may be a bit dull in some areas, particularly above the bust. If the spots and mirrors are a bit worse that I see, then I think the coin is a 63 or so. If they are less bad than I think (or, in particular, the mirrors are bright), the coin could be a 65. Based on that, my best guess from the photos is 64.

I would say it is a 64... The details lack sharpness and the surfaces lifeless - now this could be photography, but that is what I see.... Cheers, RickO

Grades 65RB. I think it's maybe a shade on the low side grade-wise. Tough coin to image.
