  I don't think it has enough horn for a VG. All 4 digits of the date are there, but blurry.

  My avatar is a G-6, so me thinks that it is possible your Buff could sneak in at the same grade.

  The third feather is missing and the F below the date is missing. Check CoinFacts and you will see the difference on an Uncirculated coin.
