Looks like a plating blister to me. At some point it will start to corrode.
Yes, it looks like a plating blister if not some sort of post mint damage.
That is not an error just damage. Sorry.
A great example of a plating issue. For a grade opinion, you’d need to show both sides of the coin. But it probably isn’t worth sending in. Because the plating issue is in a noticeable area it might have a very small premium. I think it’s neat, anyway.
