Pretty decent hair detail. I don't see the scratch.
I don't see the issue - which is an issue with photos.

That's a nicely struck '21 Peace. I see the scratch but is it severe enough to merit a "details" grade? I think not.
It's hard to see the scratch in the scanner image; definitely significant and probably the same verdict at PCGS/NGC/Anacs as well, though could go 62.
Nice coin even with that diagonal scratch. Is there clash on the obv? Edge of neck? Peace Roy

Here are the parts of the scratch that I can see.
I thought the die scratch was on the neck... midway up, center. And contact marks just to the left of the date. Still a nice Peace Dollar. Cheers, RickO
I've seen much worse that didn't detail grade.
