It looks to sit on top of the surfaces rather than being part of the surfaces. I don't think it is toning. It looks like PVC to me. Even without the residue, I wouldn't be excited with it as MS66.
probably, the only thing being that the coin needs to come out of the holder first. that requires some belief that NGC would conserve it and grade it the same --- or --- that PCGS would grade it the same after you do the work or have PCGS do the work. looking at the coin via the NGC cert lookup page I would have no confidence in the coin being graded MS66 again.
even if it is, why go through all that trouble and incur additional cost just to have this coin. just "pass" on this one and look for another sans PVC which is a stronger grade example.

That looks like PVC. I see it is present on the NGC lookup in their photos too. A little dot of it on the reverse at 6:30 as well.
Does NGC do buybacks on PVC still? I know pcgs did at one time but stopped years ago.

Cert lookup shows it was graded that way. I'd say PVC for sure,,,,'eh 98.341% positive it is.
