There is a second known example of this overstrike that sold at Goldberg earlier this year, graded PCGS AU58BN.
It was described as struck over an 1823 N-2 cent, but I believe it was struck over an 1818, which seems to match up better:

During that era the majority of Brazil's coinage was overstruck on other country's coins.
You would think in the long run that would be more expensive than punching out some planchets themselves.

Not necessarily. Likely the raw materials would come from Europe at that time (as it did for the US). The transportation to the mint would be very expensive if not close to the port.
