The seller even claimed the coin “Appears to be Uncirculated...“.
It’s sold from Belford, NJ. Do those look like manufacturer’s photos or the seller’s?
Even one bid is one too many, but at least there was only one and there wasn’t a bidding war on it.

What are the laws against this fraud? You would think that reports would be taken seriously. Not every dollar made is a "good dollar" to put it mildly.
A coin shop I know was upset about a dealer regularly buying Morgan and Peace silver dollars for face value. Are there no laws against such abuse of customer trust?
I would be suspicios of any Pan-Pac Half-Dollar that doesn't have that tell-tale ring just inside the rim, they all seem to have it.

In my opinion the only truly dangerous counterfeits are the really good ones. This one isn’t even close and if the buyer is ignorant/stupid enough to buy it, I don’t know how you can fix that. They couldn’t stop it in ancient times and people will be making them as long as there is some demand for them.
Is there a way to contact the buyer ?
