Weird looking CC morgan, thoughts?

This coin strikes me as odd, the toning appears to be painted on, and the overall surface of the coin i sjust weird, some places pitted other places like its brand new... Thoughts on this coin?

This thread made me pull out the raw circulated Morgan’s I got back in the day (‘96-‘06) just to double check. I see some differences, but it made it clear to me that I’m no expert and wouldn’t have gotten any closer than the OP did. Good job asking the question.
