    The coin its self is in great shape what could do something like that at the mint

    Best chance it happened after it left the mint.
    Some random object came in contact with it, it also looks like it may have hit the neck.

    Jabbed/hit with a sharp object. Metal is moved around the edge of the hit. Did not happen at the mint.

    @Changingpockets....Welcome aboard.... That is Post Mint Damage (PMD)....not a mint error. Could have been caused by a multitude of hard objects that were pressed against or hit the coin. Cheers, RickO

    Looks like a struck thru error. I don't consider strike thru's to be errors. They are a loss of cleanliness at the coin press. For those who say "there are no cleanliness controls when striking coins," I say, there is some level of cleanliness that has to be observed in any production effort.
