Sellers beware of costlier scams.

Guy buys Silver Eagle on eBay. A couple days later he received the coin. Disputes charges, upon receipt, until I prove delivery. Funds held. I prove delivery and pay pal returns money. End of story. Except.... Guy opens second dispute claiming he got charged twice. Actually he lost his first dispute as he received item.
Now, 60 days later, PayPal finds in buyers' favor.

Not only did he receive the silver eagle, but was fully reimbursed. To top off the loss, now pay pow has charged me a $20 fee for the chargeback and tells me I don't have seller protection. Nice!!!

Hope you didn't fall for a phishing scam. I just don't see that happening. It would be just too easy to prove or disprove if a person paid twice!

i had someone buy a purchase with a stolen credit card once about 7 years ago. i had usps intercept the package before it got delivered, i was sweating it out though during the process, the package was very valuable

My first thought was he bought two items at the same time from different sellers, because in our first correspondence, his claim was that I sent him a scuffed up Eagle, but that was simply not the case. I cannot help but think, after sending him notice of payment due, that he (and others) will be turned over to collection agencies.

PayPal helps these people to operate $20 at a time. You gotta love not only the scammers but the businesses who charge $20, $30, $40 to do a simple electronic transaction.

Ebay had nothing to do with this. That was all PayPal.

I think the only way PayPal and/or eBay will stop being ridiculous like this is to take business away from them. Might be an opportunity for some enterprising person/group to come up with a new company that is more balanced in protecting the interest of both sellers and buyers.

Stuff like this is exactly why I only sell in person for cash, or online to someone I know.

I totally agree with @keets....With the quantity of horror stories recounted here, almost daily, I have stayed away from ebay for a long time now. I recall back in the late nineties, I bought a lot of stuff there...it was great, never had a problem. Not now.....Cheers, RickO

Joe, why do you sell bullion on ebay? There has to be a better way.

For twenty years I've tried to accommodate the hobbyist and stackers at the most reasonable prices. For many, they see opportunity to cheat. I cannot help them.

He was not charged twice. And PayPal has the records. It really is infuriating. And you know, it's the principle. A liar is a liar. A cheater is a cheater. There is no fixing the demented or the wicked.

I think a better solution is to give up the business and go back to the hobby. :)

IF this is a scam, it is a credit card charge back scam. The solution would be to never sell anywhere (including BST) where someone is paying with a credit card and/or PayPal.

Honestly, you can't really know what the records show. You only know what your records show. PayPal did uphold his charge back when made with the reason that he was billed twice. There is something here that none of us knows. It is a little odd that they made you pay for it, mind you, but there has to be more to the story.

I just don't understand a $20 chargeback fee after the fact. Now the guy got an eagle for free ...but it's costing me over $50.

His first claim wasn't for being billed twice. It was because the eagle was "toned or messed up somehow". And that's a false claim too. He did not open a case with eBay.

Incidentally, this eBay user only has a 13 feedback score. Wish I could retract my positive .

You may be able to reply to feedback left.
Good chance ebay would remove it but it may take a new ebayer a while to figure out how to get ebay to do it.

PP charges you any time there's a chargeback and they lose. I think the CC company charges them, and at the very least, it's one more way to discourage you from fighting the chargeback, and instead just acquiescing. Not at all saying this is right, but just what I believe to be the case.

Have you called PP and talked to anyone? I've had situations in the past where it seems like robots are involved in making stupid decisions, but talking to someone can help get a more logical second opinion.

Call the cops cause this is without question a scam.

Whether due to time constraints or other reasons, they tend to ignore even significantly larger offenses. I think it would be a waste of time.

It’s still a crime. Get it registered as a crime then follow through with a lawsuit. OR, ya can just lay down and take it.

This is really not clear without more evidence.

It's not worth a small claims suit much less a lawsuit. It's $29 for God's sake.

And, while we all want to rally around a board member, there is no crime here. You agree to terms & conditions when you use a payment processing service. The payment processing service investigated a claim - as the terms & conditions you agreed to allow them to do - and made a judgment.

This is civil not criminal...and at $29, not worth pursuing beyond a phone call for an explanation.

Update. I received an email requesting payment address. So, there's hope, still. The buyer doesn't think he should pay me back the $20 fee. And evidently, had ther been no initial dispute , this would be a moot point and thread.
More importantly, it's good to be cautious in the way electronic payments move -and the pitfalls of electronic currency. Reversing charges is a scam , to me.

That's good to hear. Did you ever call PayPal? I still don't understand the ruling. The complaint was duplicate payment and they ruled in his favor...why?

maybe the new buyer saw the credit in his paypal account and thought it was another charge?
