Scuff or bag marks, pmd, striking or planchet issue? 85-CC Morgan

I'm helping someone determine what this might be. The coin is straight graded MS 66. The area at the bottom of the neck and the star that are showing a silvery color are the locations that are in question. Thanks for any opinions in advance!

    Looks like bits of solder.

    Just a lack of toning on those parts. The coin appears a golden hue sans star and lower neck.

    It appears to be PMD to me.... in hand, or with different pictures, I might reconsider. Cheers, RickO

    maybe metal flow from striking and now it's starting to tone a little, doesn't look like anything that would degrade the coin the neck area looks like a small die crack.
