Would this still count for First Day of Issue???

I got these coins as part of an estate I purchased quite a while back. I tossed them in the box and forgot about them until today. Never tampered with as far as I can tell and still sealed on the back of each envelope. So I was just curious if this would still be eligible for the First Day of Issue Label either here or at NGC? Has all the official mint COA stuff and stamped July 2nd 1979! Only slightly over 40 years old!

I am confident they are legit but the TPG would have to buy into and guarantee the private issuer's COA.
They are probably worth more in the original envelopes.

There is one here in an NGC holder about 1/3rd of the way down. I had asked NGC when I acquired it how they determined it was a FDOI. They replied because it was in a holder such as these postmarked on the FDOI. I don't know exactly what holder it was in. There were many different ones created in 1979.
