I've inspected this example years ago when I was collecting patterns and recall it being extremely Smurfalicious when rotated even without any light source.
I see no reason for a grade lower than PR65BN. It very well may be higher than that, but the whole grading proofs from photos thing comes into play here. Very nice coin!

My Washington Quarter Registry set...in progress
Patterns are designated as Proofs or business strikes, most being the former. If there are any "SP's" they are very few and far between and I've forgotten what they were.
Edited to add: I just remembered that at least there are some "SP" 1792 Patterns.
