I think it's struck on quarter stock

If you think it is really struck on quarter stock then you should send it in to PCGS for certification as such. Before you do, try and find actual sales prices of similar items online. Ask yourself if it is worth the cost involved to have it authenticated and slabbed.
I have no idea what such an item would be worth.
Thanks for feedback I will send to PCGS, I think its genuine quarter stock, just couldn't find a value anywhere
