Would this be considered an error coin ?

  Paying more than face value for that coin would most certainly be an error.

  It looks like something that may have been offered for sale at F. W. Woolworth's in the 1960's or 1970's. Hard as it may be to believe, many five and dime stores of that era had such coins for sale (along with lots of folders and albums). This one is obviously just a packaging mistake.
