No mint mark. Same coin blank likely struck on the same type coin press with dies likely made at and sent from West Point. If so, the coin is no different from the West Point flavor. The parenthesis enclosing the mint mark on the labels indicates the location of the mint that struck the coin when there is no mint mark on the coin. TPGs are able to validate they did in fact come from the Philly mint based on inventory numbers (marked on the sealed monster boxes sent to the TPG) that were publicly released by the mint. Only a label collector would pay $250 for one of these.
Also, these are not emergency issues. At best they are "relocated" issues. They were normally scheduled issues at the West Point mint that were moved to Philly while West Point was temporarily shut down. IMO changing where they get struck does not make them an emergency issue. "Eemergency issue" should reflect an abnormal reason for why they were struck.
I'm holding out for the "struck in the basement" label.
