Dang...strong details for a cut out! Even if it was an S the coin would be worth more if it wasn't a cut out! Reccon it was mixed in a big purchase by a coin cutter and the seller thought it was a 23? That does happen a lot!
I think we need to see the reverse to know what the mintmark is.

Every year, in this town, we have a Garlic Festival in the fall... second largest in the U.S.. There was a fellow that had a booth each year, and he sold - and actually did some coin cut outs while there - these pieces of jewelry. I once asked him if I could check out his coins prior to cutting... he said "No, a lot of you coin collectors ask me that question." He has not been there the last two years...Cheers, RickO

Yep, without knowing the mintmark I doubt PCGS will grade it. Otherwise, GEM MS66 with some details missing.
