Man, someone deserves a swift kick in the behind for that. If you’re going to tool a coin, at least don’t make it look ridiculous!

Presumably, because they were able to identify it as a genuine example.
But you did raise an interesting point. Where, if anywhere, should a grading company draw the line in encapsulating a coin as genuine?

With such damage, does it really matter that it is genuine? That is not minor PMD as is often seen on 'genuine' coins...that is intentional, total destruction - IMO. Cheers, RickO
That looks like an "artist" got a hold of it with some artistic expression, as opposed to a coin doctor trying to fool someone.
Rick, I don't necessarily disagree. But where would you draw the line? What about a coin with a giant hole it? Horrible graffiti over much of the surfaces? Corrosion so bad that you can barely make out any original design details?

@MFeld .... You are correct... defining parameters for damage would be difficult and probably end up being 'opinion', however, we live with that day to day. Sometimes, a collector is just happy to know the coin is genuine...so it serves a purpose for that collecting segment. My statement is more a personal reaction than professional assessment. My profession, for most of my career, had to do with standards, working with them, defining them and enforcing them. This background is why coin grading is a bit frustrating at times - for me. I realize that it will not change in my lifetime, and I can live with that. So... beyond grading, it is doubtful we will see PMD standards.

@MFeld PCGS use to bodybag those. Now they do Genuine, and I believe that is the right move.
At least you know the coin is genuine, with a hole or grafitti or corrosion, etc, etc.
They (PCGS) should have a "Red Label" or some other type which would alert anyone who would look at the coin as to being "altered but genuine". Just a thought.
The problem is listed right on the label so a color coded label is not really necessary.

Does a verdict of 'genuine' really increase the marketplace value of the coin? Is a truly mutilated, genuine coin really worth more than a mutilated fake?

Depends on the coin. Typical parking lot find---no. Extremely rare coin---yes.

I had some really rare coins back in the 90's that were cleaned, PCGS body bagged all of them. I then sent a fee to ANACS and had them call it "geniune" and they sold for good money.
With a relatively clear date and LIBERTY, I like it (for what it is) and believe it deserves to be slabbed. I wonder what the reverse looks like. Scarce coins such as this (and even more so if it had been a Chain cent) have a value really no matter the damage.
You don't "draw a line" at all..
The idea you do is the central grading problem, imo.
