This is one of the reasons I don't do the bay. :)

Your loss. I've done 70,000 transactions on eBay and had maybe 20 problems.

The OP asked whose loss it should be not who is ultimately going to inherit the loss via SleazeBay.

Just refund, block, move on and take the hit. This is one of risks on the bay, especially if big ticket coin. The coin biz not always a smooth road.

I seldom have returns but can understand your irritation.

Please enlighten me; I thought PayPal decided to abandon its plan to make PayPal fees nonrefundable. When did this change? More importantly, why would anyone sell on a venue like eBay with that framework in place knowing that it is full of parasites?

They initially canceled the policy but then reinstated it starting Oct 11, 2019.

Instead of harassing PayPal and the buyer, Raise the price of the item $21.25
    Your time is more valuable

Given that it is a loss for someone else's stupidity, the fees are potentially astronomical. $1000 coins are fairly cheap and approach widget level in many cases. Using that number:

    2.9% of $1000 = $29
    20 $1000 coin returns = $580.

Issue a partial refund minus eBay fees. Send eBay a message or call them and demand final value fees back on the PayPal funds retained if you want to push the issue.

Why not refund minus eBay and PP fees?

I didn't realize that was a viable option in light of the OP's comments about eBay's response. I agree 100% if he can do it.

Can you file a non-payment against them? I don't think they can give you negative feedback if they didn't pay,. In the old days, if a buyer received three non-payment against them, they were suspended. I don't know how Ebay handles it anymore.

He did pay, that's why the refund is a problem. If he didn't pay, there's no problem.

You are the type seller that slows down problems being addressed. I for 1 hope enough people are like me and cause ebay to address the problem(a simple solution is to allow restocking fees again in all listings).

If you want to hire me and pay me for my time invested by the hour I will be there shortly. So far, 5 minutes on the phone with Paypal, probably less than 5 minutes with ebay, then maybe another 5 minutes again with ebay next week. That works out to $85.00 per hour! What do you want me to paint? I hope you have a couple of wood sided mansions! :p

Would you rather ship it to him, have him file a SNAD, and then be on the hook for shipping on top of the fees?

Yes, it sucks. It's also just the cost of doing business.

The point is that he could have played it differently. If your time is worth nothing, spend 3 hours on the problem to save $21.25. If you're willing to work for $7 per hour, I've got some painting that needs to be done.

I don't consider it a "problem". I consider it a cost of doing business. It is pretty standard in retail. Do I like it? No. Do I mention it to people who want to cancel? Yes. But it's gotta be more than $20 before I'm going to spend any significant time fighting The Man on the issue.

    So, here is the takeaway:

As a buyer, do not admit you made a mistake, because the seller will pound you.

Instead, have the item shipped to you. File an SNAD because it is really really wrong, fill in the blank. Check what return codes cost the buyer and what codes cost the seller. Use the seller code.

Seller has to pay shipping both ways.

Use multiple ebay accounts, so the seller cannot then "buy" something of yours and leave a negative.

Nothing is gained, fuel is wasted moving the item around the country, stress levels go up, whines are posted, overall costs increase, carbon footprint enlarges.

The way you do it is to issue a partial refund through Paypal. This will work until Paypal cuts all ties to ebay in the near future. Ebay is able to see your refund and can manually cancel the transaction refunding the FVF fees.

Don't know what will happen in the future when Papyal's information is not available to ebay. I also wonder what is going to happen with normal transactions after Paypal cuts the links. I see lots of problems and doors opening for scammers. :s

His wife should pay. It was her fault because she gave birth to the two year old boy.

    @jmlanzaf will like this update.

So I talked to ebay yesterday to get the FVF back. The day before the asswipe filed an item not received claim. It was like I hadn't talked to anyone and had to escalate to a Supervisor. It took awhile...I made many good points to her about other issues as well. She got my FVF refund but wasn't able to figure out how to stop the item not received claim. As I was thanking her for her time she found a way to rule in my favor on the item not received claim. It was along the lines of order cancelled and refund more than 80%. I hung up with a more than mission accomplished feeling as she was making several recommendations to the next level up...a biggie being to allow sellers to accept Square(2.5% fees and fees refunded on a return).

I checked my account late and indeed it showed ebay ruled in my favor and the case was closed by customer service. Fast forward to today and I receive an email from ebay they had refunded the buyer the Paypal fees. I called ebay and met the same ignorant canned responses as yesterday but decided to heck with escalating to a supervisor again. I told him eby is
ruining their model and I am going to change all my listings to no returns and a restocking fee.

I added this to all my listings:
All returns & cancellations are subject to a 3% restocking fee. There is no way around this. This is due to Paypal's changes in their user agreement** in huge red letters.
I also changed all my listings to no returns.

I think this is probably the beginning of the end for me on ebay. Time will tell.

Time to start working on my own website. The part of me not wanting to do this work is hoping all this crap between salestax, ebay and paypal will drive more buyers back to the coin shows! Finger Crossed!

PS I also called ebay after I updated my listings and they confirmed I can charge the restocking fee. I asked where to find the restocking fee option and was told I had to add it to the description. I talked with a seller last weekend that has had no problem enforcing it...partial refund but takes a call to ebay if contested.
