Looks like a technical 64 but FE cents with eye appeal tend to grade higher - I'll say 65.

Thanks for all the great guesses. One person got it. The coin grades MS63 with a green bean. The coin is a complete luster bomb with great color! I would say it is a technical 64 with eye appeal well above that. I gladly paid 64 money for the coin.
The only reason I could possibly see for the grade is they might have knocked it down for what they thought was a slight rub on the Eagles chest. Looking with a strong glass I do not see any luster breaks and the color is consistent.
Maybe @Insider2 will chime in. I would like to hear his thoughts.

Great looking coin! There do appear to be some noticeable scratches above the date and a series of parallel marks above the eagle’s wing, opposite the area beneath the first S in STATES.

Those marks are on the coin but I think they were having a bad day in the grading room. Either way I love the look of this coin.
