i've done a basic search via this forum and lengthy searches via online search engine and havne't seen any of these signed just yet.
my next check is the specialized scott 2020 version but before i do i figured i'd see what may be found here.
appreciate your assistance with this discontinued version.

Interesting that they used such a retro design.
Not USPS but USPO, so pre-1971. Signed in ballpoint, not fountain pen, so I am guessing 1960s. What is the date on the postmark? (Should have made a contest out of it).
@JBK I saw these unused at the post office ca. 1973, so they had “old stock” laying around for a while after the start of USPS. I bet they were designed in the 1930s-1940s and just constantly reprinted, so it wasn’t retro when they were originally done.
I think @LanceNewmanOCC believes the signed name is important. I don’t believe it is. Whomever was working at sorting when the damaged (or unsealed) letter came through most likely affixed the seal and signed it.
This is "back of the book" item. The market for these can be very thin. I have no idea if collectors of such items place a value on signed examples. I doubt if they do because signatures could be easily added long after the fact.

tyvm for the information. it was important to me to preserve this separate from the rest of the collection if need be. now i see it is not and can be filed in with the rest by year.
