Circular marks on the obverse are most likely wheel damage marks from coin wrapping/ rolling machine. May occur to end-of-roll coins when rolling coins in paper rolls using typical older machines for this task. Post-Mint Damage (PMD).
The coin may be spent without worry of losing a specimen of numismatic interest or losing a numismatic premium.
