What do you think this grades, specifically, would you give this a FH designation?

I don’t see anything missing for the FH designation. It’s not overly strong. I recently bought one in a 1920 ngc 63 old holder that was cracked and graded 64fh by pcgs.

I agree with you. I think this meets the requirements of a minimal full head. 1926 isn't a tough year for FH coins, but it's also not among the easiest to find. I'm not sure what PCGS would give this coin, but I have seen many coins in NGC holders that lack an earhole or clear definition of the hairline. PCGS seems to be tougher on them, but even still, seems to allow some leeway on really tough issues to find in FH.

Hard to tell with those pics, if there is no friction on the knee and the luster is decent it could easily be a 64.

I also agree with you on that last point, I've seen some SLQ in those holders I'd call deficient in the noggin for a FH designation with it noted on the label. The one you posted has an (albeit very small) earhole, full brow to hairline, and 3 distinct leaves.
