It looks more like a corrosion spot with a reaction ring. However, there is some residue in the spot and a dragged out patch of gray suggesting a struck thru.
Looks like it could be a struck through... cannot be sure without having it in hand for magnification....could also be a planchet issue.....Cheers, RickO

Is the holder too old for their guarantee or is there another option?
What guarantee are you referring to? PCGS's? It's pretty much limited to authenticity and grade accuracy nowadays.
