Just lost an Ebay auction by a few increments. I figure it was the highest underbidder that got outbid.

For me, 40 bidders were outbid since the winner had to bid more than each of them.
If one only wants to count unknown, bidders, I would say timing is needed, for example, if 10 bid in the past few seconds but 30 bid the previous day, then one could say the winner had to outbid 10. That being said, I'm still in the 40 camp
Think about it this way, if you have the pole position in a NASCAR race and win, did you beat 0 cars
But the winner only had to outbid one of them.

Forty participants have been outbid. Otherwise, one of them would now own the coin.
look at bid history and see - were there 40 bids or 40 bidders lower than the highest?

So let's say that you place the opening minimum bid. Have you been outbid one time, by the next bidder or 40 times by all the bidders?
There is a difference between 'bids' and 'bidders'...there may have been only three bidders... two competing for forty bids and one final bidder....details, details...
