Just lost an Ebay auction by a few increments. I figure it was the highest underbidder that got outbid.

For me, 40 bidders were outbid since the winner had to bid more than each of them.
If one only wants to count unknown, bidders, I would say timing is needed, for example, if 10 bid in the past few seconds but 30 bid the previous day, then one could say the winner had to outbid 10. That being said, I'm still in the 40 camp

There is a difference between 'bids' and 'bidders'...there may have been only three bidders... two competing for forty bids and one final bidder....details, details...
