I agree. Actually, they will come off but they leave a noticeable mark. I used NGC to conserve some 1960 cameo Franklins years ago, they had the same spots but left pits in the surface upon removal. (At that time PCGS was not in the conservation business - but I don't think the result would be any different).
I do think it is a easy cameo, not sure if would dcam based on the pics.

I know you have a good eye so I won't knock you, but you must think it has a 50/50 shot at DCAM, or else you wouldn't have rolled the dice.

I purchased the proof set containing the dime because I thought that the coin could possibly upgrade my best 1959 dime contained in the run of 1950-1970 Capital Holder Cameo proof and SMS sets I have been putting together since I returned to the hobby as an adult in 1998.
The new dime, now that the spots have been removed, is a possible upgrade. It has fields that are a little deeper than my current best dime. The obverse devices on both dimes are similarly frosted (heavy). The current best dime has heavier reverse frost than the new dime (the frost on both sides match). The frost on the reverse of the new dime is not as good as the obverse frost (the frost on both sides mismatch).
The two dimes leaves me conflicted as to which is the best and which will take up residence in my best 1959 set.
The other dime will go into another 1959 Capital Holder set of Cameos.
