Does PCGS still guarantee their grades on graded bullion coins?

I know that PCGS quit guaranteeing grades on the Silver Eagles that milk-spotted some time ago.
I have some graded Gold Eagles that have developed fugly toning since graded, though.
Does anyone know if PCGS still guarantees the grade for those?

Coins exhibiting environmental deterioration. The PCGS Guarantee does not apply to coins exhibiting environmental deterioration subsequent to PCGS grading and encapsulation. This deterioration may include, but is not limited to, spotting, hazing, PVC contamination, changes in color, and corrosion.
IMPORTANT: Because the color and surfaces of copper coins can change due to environmental factors, including weather and improper storage, PCGS does not guarantee against changes in the color of copper coins, or against copper spotting subsequent to grading and encapsulation by PCGS.

Here's a warning parable for coin collectors...
So I guess it depends on what your definition of "guarantees" is.
I buy MS 70 ASE at blue sheet Now and then but try flip them quickly. I avoid spotted / hazy toned ones (coin buying 101 circa 1969 lol). I do think you would get at least melt if shopping around bourse or bay. So anything over that probably a bonus. Can’t sell ones I have except in a blue moon. People want raw ones close to melt. So much for mods.
A guy at show offered slab box ASE most spotted, hazy - told him no interest. Referred him to Mr Bill “c that guy in green shirt over there with sign cash paid for coins and currency there he may be high buyer on those you should get at least melt.”
