Marks of a 63. It's the reverse black spotting that makes this one slightly less than average.
No sticker if that's what you're asking. I'd call it a "C" coin and quite average for the grade.
I'm thinking this is an incognito CAC thread.

C as the original luster has been dipped out and the surfaces have a chrome trailer hitch dead look.
