Is this allowed on eBay? I call it a scam.

    It's a scam but doesn't violate ebay policy. Seller clearly identifies everything you need to know. Even the correct category.

    Clearly states "this is a printed piece of paper", move on and be merry.

    No it said that is was a piece of paper with a picture of the ASE.
