This is more than Bela Pratt, in 1908, but less than Fraser, MacNeil and Weinman in 1913, 1916.

Other letters show that Brenner got no special treatment.
Also, the minimum purchase through the Treasury was $10. At the Philadelphia and San Francisco Mints any sum up to $100 could be bought. Most people writing to request coins wanted 5 or 10.

Official language of the general type in this letter was in use at least into the 1960s. Various government initiatives to simplify language and improve content intelligibility have helped. However, anything dealing with a contract - especially one such as Brenner's - will be more officious than others.
Curiously, Secretary McVeagh's letters to/from Fraser are casual and unassuming. The same for Director Ross' unofficial documents.
