There's quite a few IC O/C out there in older non pronged PCGS & NGC slabs which have been re-colored.
Not all of them have been cleaned, but many have been enhanced by a good dose of the blues.

While I am willing to wait for a better image, seems Broadstruck has the better opinion at this time. still a very cool coin. Maybe It's enough to encourage me to find the 1907 Prussian 5 mark coin graded MS 65 by NGC that was broad struck... Possibly off centered a slight degree ... But that would involve me taking a picture.

I think he was stating that that coin was cleaned and recolored before it was slabbed and that it “turned” while in the holder.

At least, I agree ... I almost always think a coin looks MORE off center than the percentage listed on the label .... can anyone explain this phenomenon? ..... is it a matter of being (in this case) 5% off at a higher striking point on the press or something?, as opposed to actually 5% off on the struck coin?

I don't get the 5% off center either - on my screen it's a 6" coin and offset by 5/8" which is 10%.
Would appreciate an explanation by an error expert....
I am not an expert but I would have to guess that 100% off center would put the center at the edge of the coin rather than
having the edge of strike completely off the coin (200% ?).
I was thinking that 100% off center would show no strike at all but maybe 100 will get you half a coin.
