With that shiny area, I think it's struck thru
a small piece of clear thin plastic, like Saran Wrap.
The WP Mint covers the Dies with this thin plastic
sheeting, to protect it from dust and contaminates.
On the rare occasion, you'll find a silver or gold eagle
with the actual piece of plastic, with the struck design
on it, on the last coin struck from that sequence where
the plastic was on the Die, caused the struck thru's on
numerous coins, and then from the heat and pressure,
it hardens a bit, and falls off onto the coin....
I've handled many gold and silver eagles with and without
the plastic - that's my guess for your coin, based on the photos.

I've seen the 'saran wrap' clear plastic on the Die Trays
at the West Point Mint.
I didn't see that 'whitish' material anywhere in the Die Room -
yes, it's possible that they now cover the Die Trays in a different
material - but I don't think so - they wanted to see what denomination
the Dies were in these mobil Die Trays, so covering them up would
prevent that.
Obviously, it's -something- that is in the WP Mint......but what it is, I don't
know.

I really prefer to "know" what the struck thru is but that is not possible many times with this type of error.

I believe it is plastic. I heard they wrap the dies in them.
Possible the mint uses two types of Plastic?
I have other SAE's with the same struck thru material altho much smaller.
