At obverse 3ish (reverse 9ish), filed, so you can use it like a screwdriver or something.
Damaged, not an error
Back in high school we had vending machines and I saw kids all the time rub pennys against the sidewalk to make them smaller and more dime size and they actually worked in those machines, that coin looks like one

Was this cleaned ?, It looks to evenly toned, steps are missing, a sign of circulating.
I also question the waves in the metal, next to liberty.

Looks like this one spent some time at a Penny Slot at a Casino, I have seen many coins ruined by slot machines.
