Is it the packaging, value of the coins or ???? I read if the Canadian box is open, its worth as much as the US version. Can someone explain this.

I believe the Canadian set is the same coins, with different packaging, limited to 10,000 sets. Once it is opened, the coins would be indistinguishable from the US set. The value would come from getting it graded as one of the 10,000 sets specially sold from the RCM.
Yes I am! So let me clarify. I read the following. If purchased a CND (Pride of Two Nations) from a 3rd party seller who purchased in bulk (meaning opened package). The big grading services will not designate CND because it was not submitted in a sealed box from RCM. Is this correct. OOHHH I see now why you asked that question. Just noticed part of my question isn't there.
