    Save your money. Send it back to NGC under the guarantee to get rid of those spots first. They shouldn't charge you for the conservation work. As is, I don't think it will cross over at the current grade level. I also question whether the coin would be worth regrading at all if it would cross, even as a variety but I'll leave that determination for the dime guys. A designation review might do the trick.

    P.S. The only varieties I see recognized by PCGS in Coin Facts and the Population Report are DDOs not a blunt 9 versus pointed 9. I see zero upside to trying to cross it unless you just want to have the coin in PCGS plastic for a set or for sentimental reasons.
