1985 p roosevelt .. another odd ball !!

what caused the marks underneath the letters that go around the coin on the reverse ?

    Possible die cracks.

    Why are all the devices on both the obverse and reverse thick and "fuzzy"?
    Maybe worn out Working Die?
    There is also a curious crease running along the opposing obverse and reverse rim edges. ?!?
