From what little information I've gathered, its supposed to be a souvenir from the Grand opening of the Daytona Beach International Speedway in 1959.

It’s more for the opening of Daytona Beach’s Main St. (same year for the Speedway, too.)
That street continues to be a major tourist attraction to date.

I really like the Technicolor Toning of this recently purchased 1878-7TF (VAM-110) Morgan Dollar and the Balanced effect of it exhibiting similar toning on both the obverse and reverse. I prefer balanced-effect dual-side toners to unbalanced one-siders.
Although many (including me) like to cherry-pick scarce varieties, I consider this coin a high quality Eye-Appeal Cherry-Pick. It’s always a fun challenge and satisfactionally rewarding to find a beautiful coin, deserving of a premium, and purchasing it for a reasonable price.
Phil Arnold does a great job taking PCGS TrueView coin photos, which I always consider a plus to have for coins in my collection. 😁

The only other one I've seen searching googly is the one listed on ebay and the seller seems to think it's a speedway souvenir.
I guess if No one has another it can be what a seller says it is.

Depending on how the sticker is read, it could go a couple ways.
Looks to me like it is a fragment from a disintegrated obverse die cap. I can tell it's from a 1999 state quarter but I have no idea if there is any design left on that piece to further identify it.

I agree with the description "fragment from a disintegrated obverse die cap" but you can clearly see that this is a Pennsylvania Quarter because there is design visible, just look.
