Polished lamination error.
The coin has been damaged from polishing.
It's worse due to polishing.

Silver value only - about 85 cents, or thereabouts.

That’s great! It is not that often that one finds silver coins in circulation nowadays.
It is worth about the same amount as it was when you posted it back in January.

Great find from circulation, but the polishing that someone did ruins what little collector value it had, but the coin is still worth something for the silver.
