  The short answer is there was not enough room in the design to accommodate it. In 1866 the motto “In God we trust” was added to all of the coins that were large enough to add it without a major design change. Therefore the small coins, which were cent or dime sized or less, did not have the motto added. The quarter eagle is the size of a dime.
