creating the appearance of rising prices to create the illusion of a deal.
This is silly. It will create the appearance of someone who is insane.
Actually, I've never tried it with coins. It works in retail. It's basic psychology.
The whole principle of rising prices triggering sales (with or without a discount) is the fundamental tenet underlying Fed policy.
So, you might want to do some research before you dismiss it out of hand.
Every "sale" you ever took part in relies on that same basic psychology. Ever cut a coupon? Ever wonder why rather than going through the trouble of printing, distributing and redeeming the coupons the manufacturers just didn't cut the price by $1?

I put best offer on a lot of my listings. I find it does help move coins and sometimes can make a better connection with the buyer.
If you do use OBO, it doesnt pay to be easily insulted. Give your best price and move on. I get low offers all the time, does not bother me. It's business not personal. Raising price out of spite is not my thing.
It happened to me too but if the seller auto decline 5 to 10% off offer I will run away because I dont like seller doing that. If you don’t want lower your price then just do bin. 5% to 10% off offer is not that bad plus you can counter.
