In work I have done I have had to tolerate tough co-workers with rough edges, customers with varying degrees of desirable traits. I am often amazed at the tolerance I see in other business professionals who live up to the best ideals of customer service. No company can survive and thrive in the information economy without having top notch customer service. If you treat all people with due respect, you are unlikely to draw problems often.
On issues of fraud or significant unreasonableness, you have a different story; most businesses have layers of checks and balances to address those who are not abiding by the rules of fair play.

Never offer partial refunds or you will open yourself to being manipulated. The buyer wants the coin at the original price or he sends it back. The end. FWIW, I would have called eBay after he tried to renegotiate the offer before he paid and asked eBay to cancel the sale without a fault on my account. Otherwise, I would have accepted the one fault on my account and cancelled it as a matter of right (which eBay allows).
At this point, you should send proof to PayPal of his attempts to renegotiate the sale. That should do it.

Shoot a video with your phone or tablet as you open it. I have even asked USPS employees to watch me open a package on occasion in the past.

But we're talking Ebay nuisances here. That's a different animal than the examples you gave.
In my view the examples you gave versus Ebay nuisances, is like comparing a well trained and pleasant house cat to a feral cat. Yes, some feral cats could possibly be considered nice, but many of them if you try to pet them, will give you a viscous bite and perhaps a nasty infection as a result.
I don't have the time or inclination to go around petting feral cats.

With no returns, a buyer knows he can just check "not as described" and eBay will side with him every time. In the old days we could fight it, but not anymore. You will take it back no matter what, so why not just accept returns and not have to pay the shipping back? Usually a buyer will at least pay the return shipping, but not always. It also avoids the case being opened against you.

I don't see the negative (yet). Was it the unattributed QDO? the listing could be misunderstood and the entire PCGS label is not easily visible with light glare.

seems to me that Paypal is using CC -charge backs at times as a insurance policy to wiggle out of a possible pay-out.

Yeah I signed for and opened an empty priority mail box right at the USPS counter that was supposed to contain 3 - 1oz gold Maple Leafs. Postmaster said he didn't want to get involved, said it was a civil dispute and police department blew it off and pretty much said the same. Lucky for me he pulled the same scam with multiple other buyers so we all got our $$$ back. At the time he had a feedback rating of over 5000 and 100% positive. Unfortunately recording yourself opening a package isn't going to do much imo.
Glad you had a successful ending and that ebay was helpful. This thread will be good for future reference for anyone else who encounters a situation like this.
wait til the last possible minute to make the refund. I personally would subtract the return shipping costs from the refund. Make him fight for it, he may not even bother.
