Need help on this one

I've been looking online and have not foundmuch info. This penny I came by today I thought it was scratched at first but looking with a magnifying glass it's a bulge in the coin. Two questions...How does this happen to a coin and how often are ones like these found

I cropped it. sorry my camera is blurry. Do they have any value?
Best venue to sell is ebay. Not a high-value coin, but you should get multi-times face
If you want to sell, you need much better photos.
Does eBay cost anything to sell items?
Seller fees and costs.

Probably not worth listing... Plating bubbles are not uncommon and more of a curiosity than a numismatic interest. Cheers, RickO
