Common $1 SC in XF condition...maybe $2 - $3 on a good day.

"The special printings utilized the following $1 Series of 1935A serial numbers:
Fig. 1. Series of 1935A Y00000600B note printed on experimental paper consisting of 50 percent linen cuttings and 50 percent cotton cuttings. YB serial numbers 1-720,000 were printed early out-of-sequence in 1940 especially for the experiment along with others in the XB and ZB blocks.
X00000001B – X00720000B
Y00000001B – Y00720000B
Z00000001B – Z00576000B
The papers being tested were made from the following mixes of fibers:
• XB control 75 percent linen cuttings and 25 percent cotton cuttings;
• YB 50 percent linen cuttings and 50 percent cotton cuttings;
• ZB 50 percent linen cuttings and 50 percent raw cotton fiber. "

Yes XA Mules were available, but were not the rarest Mules
but all depending on the back plate number5

Well it said x a was the control group so same as the rest of the Bill's but still part of trials

The experimental $1 Silver Certificates using serial number blocks X-B, Y-B and Z-B were series 1928A and 1928B. The next batch of experimental $1 Silver Certificates was series 1935, blocks A-B, B-B and C-B. Unfortunately the OPs note doesn’t fall into either one of these two experimental trials.
Where did it say XA was the Control ?
Not a mule. To be a mule, the back plate would need to be 929 or less.
