I do not think this is the answer you are looking for, but I feel like I see that on coins which I know have been tampered with chemically sometimes.

This was the toning on the coin. You all are probably correct that a particle was once on the surface as it looks like a "reaction ring."

A question I am sure we have all asked ourselves from time to time.
I never knew it was called a reaction ring. Sometimes they can be quite attractive within the overall toning.
It's a term I carried over into numismatics in 1972 to describe what I saw on the surface of coins sent to the Certification Service. They usually occur when a coin's surface reacts with debris.
Bet you never heard of "mud-cracked" surface either. I'll try to find an image of that and other characteristics.
