After studying this for a few years I thought I understood which variants of Topps baseball and football wrappers exist. From everything I had seen, one cent wrappers in both baseball and football had the non-repeating variation (in addition to the usual repeating one) only in 1959,1960 and 1961.
Then, looking at some ended auction results, I saw this! I have never seen one before and now I don’t know what to think ![]()

By “single scene” do they mean non-repeating?
Have you ever seen a non-repeat one center from any other surrounding year? 1962,1963,1965? Hard to understand why these would be issued sporadically, but I’ve never seen any of these.
I'm still curious as to why a non-repeating one cent wrapper was used for 1964 Baseball when such wrappers had been discontinued after 1961 for both baseball and football.
Perhaps Topps just wanted to promote their new coin insert as widely as possible, and the non-repeating penny wrapper allowed for advertising?
