Can a "top pop" be 0/0 in the Pop Report?

I just picked up a token which appears in Cert Verification but not the Pop Report. If it's higher than all the other grades in the Pop Report, can it still be a Top Pop?

I had tought the top pop signifier is 1/0 - one graded/none higher.
0/0 - none grade/none higher?
Maybe the dB has not been updated?

It sounds sketchy to me. Is the slab/coin real? Was the holder tampered with in some way to make PCGS pull the coin from the database?
It's in the cert verification database so the number and grade does verify, but there is no entry in the pop report. It was sold by a prominent dealer with a set of similar tokens that are both in the cert verification database and pop report.
It's also an ATS piece, but I'm thinking about crossing it to PCGS.
It could simply be a database error or if the coin was recently certified, the database may not have updated as the others suggested. Regardless top pop is synonymous with finest graded notwithstanding the erroneous record in the NGC census.
